Authorizes the Division of Motor Vehicles to produce a special registration plate for the Friends of the Mountains-to-Sea Trail, Inc., with a background designed by the organization.

Sets the additional fee for the Mountains-to-Sea Trail plate at $30.00, with $10.00 credited to the Special Registration Plate Account and $20.00 to the Collegiate and Cultural Attraction Plate Account.

Requires a minimum of 300 applications before the plate can be developed.

Directs the Division to transfer quarterly revenues from Mountains-to-Sea Trail plate sales to the Friends of the Mountains-to-Sea Trail, Inc., for trail projects and administrative expenses.

Effective July 1, 2011.
