Establishes the Joint Legislative Oversight Committee on Health and Human Services consisting of 22 members: 11 from the Senate and 11 from the House, with minority party representation required.

Committee examines budgets, programs, and policies of the Department of Health and Human Services divisions including Aging and Adult Services, Medical Assistance, Mental Health, Public Health, and Social Services.

Consolidates duties of four existing entities into the new committee: North Carolina Study Commission on Aging, Joint Legislative Health Care Oversight Committee, Joint Legislative Oversight Committee on Mental Health/Developmental Disabilities/Substance Abuse Services, and Public Health Study Commission.

Repeals statutes creating the four predecessor commissions and committees to eliminate duplicate oversight structures.

Committee meets at least quarterly when legislature is not in session, has power to compel attendance and documents, may establish subcommittees by division, and receives copies of all departmental reports to the General Assembly.
