H854 - Woman's Right to Know Act

• Requires a mandatory 24-hour waiting period between informed consent counseling and abortion procedure, except in medical emergencies.

• Mandates that physicians or qualified professionals orally inform women at least 24 hours before abortion of specific risks, gestational age, medical risks of carrying to term, and availability of ultrasound and fetal heart tone monitoring.

• Requires physicians to perform an obstetric ultrasound at least 4 hours before abortion and display real-time images to the woman, with opportunity to hear fetal heart tone, unless in medical emergency.

• Requires the Department of Health and Human Services to publish printed materials and maintain a website describing fetal development by two-week gestational increments, pregnancy support services, and adoption resources.

• Establishes civil remedies allowing women and fathers to sue for damages and allowing women, family members, or the Attorney General to seek injunctions against abortion providers who knowingly or willfully violate the requirements.
