Requires public schools to provide a personal learning plan for every student in grades six through high school graduation who does not have an individualized education program or personal education plan.

Personal learning plan documents a student's interests, strengths, needs, learning styles, and progress, created and maintained by the student with updates as needed.

Local education authorities develop the plan template and process; plan must be in electronic format whenever feasible.

Plan purposes include setting realistic goals, developing strategies for unmet goals, recording non-academic achievements, ensuring dialogue with teachers, and facilitating parent-teacher communication.

Plan components may include student evaluation of curriculum and community learning opportunities, learning targets and goals in academics and career options, and outline of school, parent, and student responsibilities.
