Directs the Department of Correction to replace current electronic monitoring systems for convicted sex offenders with a new provider by March 1, 2012 that includes exclusion zones around all K-12 school campuses in the state.

Requires new electronic monitoring equipment to immediately notify probation officers and supervising officers when a sex offender violates an exclusion zone so proper action can be taken.

Defines "active electronic monitoring device" as a non-removable mechanism that tracks location at least once per minute 24 hours a day through a web-based computer system and has a minimum battery life of 48 hours.

Allows alternative electronic monitoring devices in areas where cellular coverage is insufficient, with approval from the supervising agency.

Requires the Department of Correction to report to the Joint Legislative Corrections, Crime Control, and Juvenile Justice Oversight Committee by June 1, 2012 on implementation status and evaluation of the new system.
