Authorizes the Legislative Research Commission to study designating the Director of the Administrative Office of the Courts as a custodian of court records for public records purposes.

Directs the Commission to examine making court records available as public records to third parties upon request with payment of reproduction costs.

Requires the Commission to review issues raised by the first edition of House Bill 859 from the 2011 Regular Session as part of its study.

Directs an interim report to the 2011 General Assembly when it reconvenes in 2012 and a final report with proposed legislation to the 2013 General Assembly.
