Requires voters to present government-issued photo identification or alternative acceptable identification when voting, effective with the 2012 primary election; voters without identification must complete an affidavit under penalty of perjury stating their identity and eligibility to vote.

Applies the same identification requirement to one-stop early voting at county board of elections offices, with voters required to present identification or complete an affidavit.

Appropriates $450,000 for fiscal year 2011-2012 for public education and outreach about the identification requirements through voter registration cards, election notices, county websites, polling place signage, and public service announcements.

Appropriates $150,000 for fiscal years 2011-2013 to the State Board of Elections to hire an investigator focused on documenting and preparing cases of voter fraud, including voter impersonation.

Requires the State Board of Elections, county boards, and State Board of Education to include information about the identification requirements in voter communications, websites, and voter guides beginning with the May 2012 primary election.
