Appropriates $1,470,000 annually for fiscal years 2011-2012 and 2012-2013 to establish mental health counselors, behavioral health case managers, and veteran outreach specialists at seven National Guard Family Assistance Centers to serve active duty members, veterans, and their families.

Appropriates $250,000 for fiscal year 2011-2012 to the Area Health Education Centers Program to develop continuing education and training for health professionals on military behavioral health needs, traumatic brain injury, PTSD, and available veteran services.

Appropriates $500,000 annually for fiscal years 2011-2012 and 2012-2013 to support collocation of mental health and substance abuse professionals in primary care practices, targeting rural areas and practices serving military families.

Requires the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services to develop training curricula for crisis workers, veterans service organizations, and faith communities on military behavioral health issues and referral resources by July 1, 2012.

Requires local school boards to collect and report data on students with immediate family members in the military and ensure at least one trained employee addresses their unique needs.
