Creates a permanent North Carolina Statewide Poverty Task Force consisting of 30 voting members appointed by the Speaker of the House (10 members), President Pro Tempore of the Senate (10 members), and Governor (10 members), plus 8 nonvoting ex officio members from state agencies.

Task Force shall identify long- and short-range poverty reduction goals, develop coordinated approaches to poverty reduction, establish poverty reduction targets, and submit annual reports to the Governor and General Assembly by March 1 each year.

Appropriates $150,000 for fiscal year 2011-2012 and $150,000 for fiscal year 2012-2013 to fund Task Force operations.

Appropriates $150,000 for fiscal year 2011-2012 and $150,000 for fiscal year 2012-2013 to fund two new Department of Health and Human Services personnel positions dedicated to interdepartmental collaboration on poverty reduction and economic recovery.

Becomes effective July 1, 2011.
