Delays the deadline for existing wastewater dischargers with permitted flow of 0.1 million gallons per day or greater to comply with total nitrogen discharge limits from 2016 to 2020.

Extends the monitoring and compliance deadline for Stage 2 adaptive management programs controlling nutrient loading from existing development in the Haw River Arm and Lower New Hope Creek Arm of Jordan Reservoir from 2017 to 2020.

Appropriates $25,000 from the General Fund to the Savings Reserve Account for the 2011-2012 fiscal year to address any environmental emergencies resulting from the implementation delays.

Takes effect upon enactment.
