H880 - New Driver Decals for Vehicles

• Requires the Division to develop standards for a "New Driver" decal with bright optical colors for daytime visibility and LED lights for nighttime visibility to alert other motorists that a new driver is operating the vehicle.

• Decal colors cannot be amber, blue, red, or white, and must be designed based on visibility and weather conditions; individuals required to display the decal must bear the cost.

• Mandates that holders of limited learner's permits must affix the decal to both the front and rear of any motor vehicle they operate on public streets, highways, or public vehicular areas.

• Applies the same decal requirement to holders of limited provisional licenses, effective December 1, 2011.
