Requires all-terrain vehicles and motorcycles manufactured in 2005 or later to be registered with the Wildlife Resources Commission if intended for off-road use and not otherwise required to be registered.

Exempts vehicles used primarily for agricultural purposes or by law enforcement, fire, rescue, and emergency medical service personnel from the registration requirement.

Establishes a $15.00 registration fee and $25.00 title fee for off-road ATVs and motorcycles, with title fee revenue retained by the Wildlife Resources Commission to operate the registration and titling system.

Requires owners to provide the Product Identification Number or Vehicle Identification Number and a manufacturer's certificate of origin or title (or inspection and indemnity bond if unavailable) at registration.

Requires the Wildlife Resources Commission to issue registration plates or stickers that are visually distinct from Division of Motor Vehicles plates so law enforcement can identify vehicles restricted to off-road operation; becomes effective January 1, 2013.
