Creates the Butner Public Safety Authority as an independent body politic and corporate to provide fire and police protection for Camp Butner Reservation, replacing the previous Department of Crime Control and Public Safety division.

Establishes a seven-member governing board with three members appointed by the Town of Butner, three by the Secretary of Crime Control and Public Safety, and one by the Granville County Board of Commissioners, with staggered two and four-year initial terms.

Requires the State to transfer all real, personal, and mixed assets of the Butner Public Safety Division to the authority within 30 days of establishment and establishes a two-party funding structure with the State contributing $1,885,181 and the Town of Butner contributing $1,782,995 for fiscal year 2011.

Authorizes the authority to contract with State agencies or local governments for fire and police services and allows the Secretary of Crime Control and Public Safety to consult with authority voting members on the hiring of the Director.

Includes dissolution provisions allowing either the Town or State to exit the authority if it fails to pay its percentage share of the budget, with remaining property distributed to the continuing participant.
