Appropriates $9,592,332 from the General Fund to the Department of Health and Human Services for fiscal year 2011-2012 and an equal amount for fiscal year 2012-2013 to continue development and implementation of the NC FAST (North Carolina Families Accessing Services through Technology) project.

NC FAST will improve information sharing and service integration between the Department of Health and Human Services and 100 county departments of social services.

The new system will replace 19 legacy systems currently used to collect, maintain, and process information about Medicaid applicants and recipients and other social services recipients.

Aims to increase administrative efficiencies across the state's social services delivery system.

Becomes effective July 1, 2011.
