Prohibits municipalities from adopting resolutions of consideration, intent, or annexation ordinances under Parts 2 and 3 of Article 4A of Chapter 160A of the General Statutes from the bill's effective date until July 1, 2012.

Delays the effective date of any annexation ordinance adopted under those Parts on or after the bill's effective date until July 1, 2012, unless the municipality adopts a later effective date by ordinance.

Tolls time-sensitive provisions for annexation proceedings initiated before the bill's effective date if the annexation ordinance has not yet been adopted.

Stays any pending annexation litigation in North Carolina courts upon enactment of the bill.

Allows municipalities that adopted 2010-2011 fiscal year budgets prior to the bill's effective date to amend those ordinances to account for reduced assessed valuation caused by the moratorium, including changes to tax rates.
