Direct the North Carolina Courts Commission to study the current organization and operation of the General Court of Justice, focusing on sentencing laws, workloads, case backlogs, and effective administration of justice.

Require the Courts Commission to consult with the North Carolina Sentencing and Policy Advisory Commission, the National Center for State Courts, and other appropriate agencies during the study.

Mandate the Commission submit findings and recommendations to the 2013 General Assembly.

Appropriate $15,000 from the General Fund to the Judicial Department to fund the study.

Effective July 1, 2011.
