Authorizes the Legislative Research Commission to study the protection of Masonboro Island, a state-owned undeveloped barrier island off the North Carolina coast between Wrightsville and Carolina Beaches.

Directs the study to examine current ecological protections and public access under the Coastal Reserve Program, the roles of the Division of Coastal Management, Coastal Resources Commission, and New Hanover County, and applicable administrative and local rules.

Requires investigation of proposed rule changes that could limit or close public access to the island, including specific incidents prompting such changes and associated costs to government and the public.

Mandates analysis of how to balance ecological protection with public access and recreation, including consideration of amending relevant statutes or adding the island to the State Parks System.

Appropriates $25,000 for fiscal year 2011-2012 and $25,000 for fiscal year 2012-2013, with an interim report due when the 2011 General Assembly reconvenes in 2012 and final report due to the 2013 General Assembly by July 1, 2011.
