Establishes a 12-member Tax Reform Commission with six members appointed by the Speaker of the House and six by the President Pro Tempore of the Senate, with at least half from each chamber in their respective appointments.

Directs the Commission to study the state tax system and identify methods for eliminating the state income tax while implementing alternative taxes that fairly distribute the tax burden and generate sufficient revenue for vital services.

Grants the Commission authority to subpoena witnesses, request information from state agencies, and meet at various locations throughout the state with staffing support from the Legislative Services Commission and University of North Carolina.

Requires the Commission to submit findings and recommendations to the 2012 Regular Session of the General Assembly no later than January 31, 2012, then terminate upon filing its final report.

Appropriates $25,000 from the General Fund for fiscal year 2011-2012 to support the Commission's operations.
