Authorizes the Legislative Research Commission to study the feasibility and desirability of allowing third-party sales of electricity from renewable energy facilities with two megawatts or less capacity located on customers' property.

Directs the study to focus on obstacles preventing third-party electricity sales, including potential regulation of third-party equipment owners as public utilities under Chapter 62 of the General Statutes.

Requires the Commission to examine whether third-party renewable energy sales could improve energy security, reduce peak demand costs, create jobs and property tax bases, and promote market competition.

Appropriates $25,000 for fiscal year 2011-2012 and $25,000 for fiscal year 2012-2013 to conduct the study.

Requires an interim report to the General Assembly when it reconvenes in 2012 and a final report to the 2013 General Assembly, with findings and legislative recommendations.
