Allows municipalities to annex low-income areas (51% or more households with incomes at or below 200% of federal poverty level) with petition signatures from 75% of resident households instead of requiring all property owners' signatures.

Permits municipalities to annex distressed low-income areas that are completely surrounded by municipal corporate limits or surrounded by multiple municipalities' limits, with petition from at least one property owner and completion within one year of finding the area qualifies.

Reduces development standards for distressed areas from 60% to 50% lot usage and acreage requirements for annexation under both municipal parts.

Gives priority consideration to Community Development Block Grants for water and sewer projects in areas annexed under this act for low-income residents (defined as 80% or less of median family income).

Assigns priority points to wastewater and drinking water reserve loan and grant applications for projects in areas annexed under this act to serve low-income residents.
