Allows the Beacon Center Local Management Entity (LME) to elect participation in the North Carolina State Health Plan for Teachers and State Employees, with employees and retirees eligible to enroll.

Requires LMEs choosing to participate to adopt a resolution approved by the State Health Plan's Executive Administrator and Board of Trustees, enroll all eligible employees and retirees, and make required contributions.

Expands the definitions of "employee," "retiree," and "employing unit" in Article 3A of Chapter 135 of the General Statutes to include LMEs and their personnel.

Subjects LME employees, retirees, and dependents to the same eligibility requirements as other State Health Plan participants.

Includes a severability clause providing that if courts rule the LME inclusion violates the Employee Retirement Income Security Act of 1974 (ERISA), the act shall be repealed and affected individuals disenrolled unless they qualify on an independent basis; effective July 1, 2011.
