Limits abortion coverage under the State Health Plan for Teachers and State Employees to cases of rape, incest, or when the mother's life is endangered, effective until January 1, 2011.

Requires counties and municipalities to provide abortion coverage in employee health insurance plans that does not exceed the coverage level provided by the State Health Plan.

Clarifies that the restrictions do not apply to medical care following spontaneous miscarriage and that complications from non-covered abortions remain covered under the state plan.

Updates references from Article 3A to Article 3B of Chapter 135 of the General Statutes effective January 1, 2012 for county and municipal health insurance provisions.

Becomes effective October 1, 2011 for health insurance plan years beginning on or after that date.
