Amends the North Carolina Constitution to establish a State Savings Account in the state treasury.

Requires the General Assembly to allocate to the State Savings Account the lesser of: (1) at least 35% of estimated revenue growth from the prior fiscal year, or (2) an amount needed to raise the account balance to 15% of estimated expenditures for the fiscal year.

Restricts withdrawals from the State Savings Account to: (1) offsetting decreases in annual state revenue, or (2) funding one-time capital projects if revenue reserves are not needed.

Submits the constitutional amendment to voters on November 6, 2012, with implementation effective July 1, 2013.
