Modifies the Per Capita Method for distributing local government sales and use taxes by changing the calculation to use only the unincorporated population of counties instead of total county population plus municipality population.

Revises the Ad Valorem Method to calculate each county's proportional share based only on ad valorem taxes levied on property in the county's unincorporated area, rather than all taxes levied by the county.

Changes the Ad Valorem Method so each municipality's proportional share is based solely on taxes levied within that municipality's boundaries.

Maintains the existing process where county boards of commissioners choose between Per Capita or Ad Valorem distribution methods by April resolution each year.

Becomes effective upon enactment.
