Restricts involuntary annexation to only areas where all tracts are used for commercial, industrial, governmental, or institutional purposes.

Eliminates previous standards allowing annexation of areas with mixed residential and commercial development based on lot density and percentage of developed land.

Requires written consent from owners of a majority of tracts proposed for annexation before a municipality can adopt any annexation ordinance.

Removes the ability to exclude streets and street rights-of-way from acreage calculations in determining whether an area qualifies for annexation.

Effective for all annexation ordinances adopted after the bill becomes law.
