Establishes new coverage category for retirees age 65+ who do not yet qualify for Medicare, with premium rates equal to difference between non-Medicare and Medicare-eligible retiree coverage.

Creates supplemental plan coverage effective July 1, 2012, for eligible retirees with primary employer health coverage paying over 50% of premiums to cover out-of-pocket expenses.

Requires State Health Plan to adopt incentive program offering members 10% of savings for identifying medical billing errors and implement fraud detection analysis prior to claim payments.

Mandates Plan to send accident questionnaires to members receiving trauma treatment to identify third-party tortfeasors responsible for injuries.

Converts State Health Plan from state fiscal year to calendar year plan year effective January 1, 2013, with half-year plan period from July 1 to December 31, 2012, with deductibles and out-of-pocket maximums set at 50% of annual levels.

Authorizes school boards, community colleges, University of North Carolina, and state agencies to offer TRICARE supplement options through flexible compensation plans using competitive bidding, with NC Flex plan required to offer supplement by January 1, 2013.
