Repeals five prior joint resolutions from North Carolina calling for federal constitutional conventions (from 1867, 1907, 1949, 1965, and 1979) and any other such resolutions not specifically enumerated.

Cites concerns that a constitutional convention under Article V of the U.S. Constitution could not be limited in scope and poses a threat to citizen liberties and the form of government.

Notes that constitutional amendments have been successfully achieved 27 times through less cumbersome methods than an Article V convention.

Requires the Secretary of State to send a certified copy of this resolution to the U.S. Senate Secretary and House Clerk.

Becomes effective upon ratification.
