Adjourns the 2011 regular session of the North Carolina General Assembly on July 28, 2011, with reconvening scheduled for Monday, September 12, 2011, at 12:00 noon.

Limits matters that may be considered upon reconvening to: redistricting bills for Senate, House, and Congressional districts; bills responding to Voting Rights Act and litigation actions; and gubernatorial appointment confirmations.

Permits consideration of gubernatorial vetoed bills for veto override votes and allows adoption of conference reports for bills in conference as of July 28, 2011.

Allows bills proposing constitutional amendments with conforming statutory changes, local bills pending in House Rules Committee, election law bills, and Tribal Compact ratification bills.

Enables joint resolutions to propose or confirm Governor's appointments to the State Board of Education, and permits further adjournment resolutions during the reconvened session.
