Requires retailers to obtain a valid, unexpired, government-issued photo identification from pseudoephedrine purchasers and verify their current valid personal residential address in print or orally.

Maintains existing requirement that retailer record the purchaser's name, address, product details (including grams of pseudoephedrine), and purchase date on a Commission-approved form.

Allows the record-keeping form to be completed in electronic format with electronic signatures.

Removes the requirement that forms display a detailed warning statement in 10-point boldface type about purchase restrictions and criminal penalties for violations.

Effective upon becoming law.
