Repeals Section 4 of Article VI of the North Carolina Constitution, which required voters to be able to read and write any section of the Constitution in English.

Submits the constitutional amendment to voters at the November 2012 general election for approval.

Notes that Congress prohibited such literacy test requirements in federal, state, and local elections through the Voting Rights Act of 1965 (as amended in 1975).

Takes effect upon certification by the State Board of Elections and the Secretary of State if approved by a majority of voters.
