Session Law 2012-201 (House Bill 953) Summary

• Delays implementation deadline for local stormwater management programs under Jordan Lake New Development Rule from original date to August 10, 2014, or upon first NPDES permit renewal, whichever is later.

• Transfers reporting requirements for Fishery Management Plans and Coastal Habitat Protection Plans from Joint Legislative Commission on Seafood and Aquaculture to Joint Legislative Commission on Governmental Operations.

• Adds new subsection requiring Coastal Resources Commission to provide annual reports to Environmental Review Commission on terminal groin projects, including project status, benefits, and adverse impacts.

• Establishes order of preference for Ecosystem Enhancement Program's compensatory mitigation procurement: full delivery/bank credit purchase, existing local mitigation bank credits, design/build contracts, and design-bid-build programs.

• If Senate Bill 820 becomes law, extends reporting deadlines from January 1, 2013 to October 1, 2013 for Mining and Energy Commission studies on oil and gas funding, local regulation, and pooling issues; increases oil and gas lease rescission period from three to seven days.
