Consolidates environmental and natural resources reporting requirements by requiring the Department to submit hazardous waste management reports to the General Assembly, Fiscal Research Division, and relevant Appropriations Subcommittees in addition to the Environmental Review Commission, with reports due January 1 annually instead of October 1.

Modifies hazardous waste management program reporting to include detailed information on mercury switch removal programs, including capture rates, number of switches collected, end-of-life vehicles processed, and implementation costs.

Repeals specific reporting requirements in G.S. 130A-294.1(p), 130A-295.02(m), 130A-310.2(b), and 130A-310.57 to eliminate duplicative environmental reporting mandates.

Expands the inactive hazardous sites annual report to require the Department to report directly to each General Assembly member who has such a site in their district by October 1 annually.

Changes reporting deadlines for petroleum underground storage tank cleanups (from September 1 to November 1), recycled materials use summaries (from December 1 to January 15), and biennial environmental reports (requires Fiscal Research Division notification).
