Allows regional water supply systems to request the North Carolina Department of Environment and Natural Resources (DENR) become a co-applicant for federal approvals related to establishing or expanding water supply reservoirs or resources.

Establishes five conditions that must be met before DENR can serve as co-applicant, including acquisition of necessary property, implementation of conservation measures, infrastructure replacement measures, and a contractual agreement to pay DENR's expenses.

Requires regional water supply systems to enter into a contractual indemnification agreement protecting DENR and the State from liability related to personal injury, property damage, federal approval violations, and other costs arising from the regional water supply system's negligence, intentional acts, or unlawful conduct.

Indemnification obligation covers all fees, costs, penalties, fines, judgments, and other obligations to which the State may be subject or incur related to federal approvals.

Effective upon becoming law.
