Requires all funds received by Johnston County under subdivision control ordinances for recreational land acquisition be used solely for acquiring or developing recreation, park, or open space sites.

Clarifies that funds provided by developers in lieu of street construction must be transferred to municipalities and used exclusively for road development, including design, land acquisition, and construction.

Changes references in G.S. 153A-331(c) from "section" to "paragraph" for technical correction and clarification of the ordinance requirements.

Applies exclusively to Johnston County only.

Effective upon becoming law, ratified June 28, 2012.
