Division of Motor Vehicles authorized to issue new special registration plates including Flag of the United States of America, Municipality Plate, North Carolina Cattlemen's Association plate, and RiverLink plate, each requiring minimum 300 applications before development.

Vietnam Veterans of America plate expanded to allow issuance for both motor vehicles and motorcycles with same registration fees and issuance restrictions.

Register of Deeds plate modified to include designation for retired registers of deeds showing county served and retired status.

Additional fees for special plates ranging from $10 to $30 depending on plate type, with revenues distributed to Special Registration Plate Account, Collegiate and Cultural Attraction Plate Account, Natural Heritage Trust Fund, and Parks and Recreation Trust Fund.

North Carolina Transportation Museum added to list of State Attraction Plates receiving quarterly revenue transfers, and new subsections established for North Carolina Cattlemen's Association, RiverLink, and Municipality Plates to receive quarterly transfers from Collegiate and Cultural Attraction Plate Account.
