Repeals the North Carolina Zoological Park Council and transfers operations to the North Carolina Zoological Society, Inc. through a management agreement not to exceed 25 years with renewal options.

State appropriates $10 million annually to the Society for Zoo operations (reduced to $5 million for fiscal year 2012-2013), and Society must spend $4 million annually from its own funds on operations and capital improvements.

Society board shall include Secretary of Environment and Natural Resources, Secretary of Administration, and two members appointed by the General Assembly, with maximum board size of 25 members.

State retains ownership of all real property at the Zoo but transfers personal property, permits, and licenses necessary for operations to the Society.

Society must provide free admission to North Carolina school students on in-school tours, maintain AZA accreditation, and submit annual reports on budget, operations, and finances to state oversight bodies.
