Repeals toll increases for North Carolina ferries that were authorized under S.L. 2011-145, as recommended by the Joint Legislative Transportation Oversight Committee.

Removes language from G.S. 136-82 requiring the Board of Transportation to establish tolls for all ferry routes except the Ocracoke/Hatteras Ferry and Knotts Island Ferry.

Disapproves amendments to ferry toll regulations (19A NCAC 02 .0531 through 19A NCAC 02 .0532) that were submitted by the Department of Transportation on March 1, 2012.

Directs the General Assembly to adjust the 2011-2013 operating budget of the Ferry Division to account for revenue shortfalls created by preventing the toll increases.

Allows the Department of Transportation Ferry Division to continue studying the issue of increasing ferry tolls during the 2011-2013 fiscal biennium.
