Removes property previously described in Section 1 of S.L. 2007-140 from the corporate limits of the Town of Columbia.

Preserves the Town of Columbia's ability to collect or foreclose on any ad valorem tax liens or special assessment liens that existed before the effective date of this act.

Takes effect when signed into law (ratified June 28, 2012).
