Requires students enrolled in public schools to be exempt from paying fees for College Board Advanced Placement examinations, regardless of test scores.

Establishes teacher bonuses of $50 per student scoring 3 or higher on AP exams, with additional $500 bonus for teachers in low-performing schools, capped at $2,000 per teacher annually.

Appropriates $12,206,339 for fiscal year 2012-2013: $7,725,252 for AP testing fees, $2,981,087 for teacher bonuses, and $1,500,000 for professional development.

Requires State Board of Education to establish North Carolina Advanced Placement Partnership to provide professional development, technical assistance, and support to schools and teachers, prioritizing low-performing schools.

Mandates annual reporting to Joint Legislative Education Oversight Committee beginning July 1, 2013, on AP enrollment, student performance, testing participation, teacher bonuses, and partnership status, including demographic breakdowns.
