Repeals the prohibition on prepayment of teachers' salaries established in S.L. 2011-379.

Establishes new income eligibility requirements for NC Pre-K program at no more than 75% of state median income, with up to 20% of enrollment allowed for children with other risk factors above income threshold.

Provides salary schedules for 2012-2013 fiscal year with 36 steps for "A" teachers ($3,043-$5,255 monthly) and "M" teachers ($3,347-$5,781 monthly), plus bonuses for NBPTS certification and master's degree holders.

Changes school psychologist entry salary from Step 5 to Step 9 on "M" teacher salary schedule and establishes supplements of $126-$253 monthly based on degree level.

Implements principal and assistant principal salary schedules for 2012-2013 with five principal classifications (I-IV) and three additional levels (V-VIII) based on years of experience and student enrollment ranges.
