Transfers the evidence warehouse formerly operated by the Law Enforcement Support Services Division from the Department of Justice to the Department of Public Safety's Office of External Affairs, effective upon enactment.

Reallocates all state-owned personal property and evidence housed in the warehouse, including rape kits, to the Department of Public Safety and designates it as the "Victim Services Warehouse."

Assigns the Department of Public Safety responsibility for central storage and management of evidence in compliance with Article 13 of Chapter 15A of the General Statutes and for maintaining a statewide databank of postconviction evidence storage locations.

Requires the Department of Public Safety to manage rape kits according to the federal Violence Against Women and Department of Justice Reauthorization Act of 2005, with protections preventing release of victim names for anonymous or "Jane Doe" rape kits without victim consent.

Repeals Section 19.1(cc) of S.L. 2011-145 and transfers any existing warehouse lease to the Department of Public Safety.
