Reorganizes the Department of Public Safety's Division of Adult Correction by establishing a new Section of Alcoholism and Chemical Dependency Treatment Program and clarifying administrative structures and reporting lines.

Expands background check requirements to include independent contractors and volunteers working with the Division of Juvenile Justice of the Department of Public Safety who provide direct care services.

Grants the Secretary of Public Safety sole discretion to establish minimum experience requirements for probation officer appointments and allows appointment of sworn law enforcement officers from within the Department as alcohol law enforcement agents.

Removes duplicate references to "Secretary of Public Safety" in vehicle registration plates for state officials and removes the Division of Adult Correction and Division of Juvenile Justice from separate principal department designations, keeping them as divisions within the Department of Public Safety.

Makes technical corrections throughout the General Statutes to replace outdated references to "State Division of Adult Correction" and "Department of Correction" with current organizational titles, and updates references to the Bureau of Alcohol, Tobacco, and Firearms to reflect its transfer to the Department of Justice.
