Honors the founders and first Board of Trustees of what is now the University of North Carolina at Pembroke on its 125th anniversary, celebrated on March 7, 2012.

Recognizes Preston Locklear, Hamilton McMillan, Reverend W.L. Moore, and O.R. Sampson as founders who established the Croatan Indian Normal School in 1887 to provide teacher education for American Indian children.

Acknowledges the institution's evolution through multiple name changes: Indian Normal School of Robeson County (1911), Cherokee Indian Normal School of Robeson County (1913), Pembroke State College for Indians (1941), Pembroke State College (1949), Pembroke State University (1969), and University of North Carolina at Pembroke (1996).

Notes the university's designation as North Carolina's Historically American Indian University in 2005 and its current status as a regional university with over 6,000 students and diverse student body.

Directs the Principal Clerk to transmit a certified copy of the resolution to the Chancellor of the University of North Carolina at Pembroke.
