Requires the Department of Health and Human Services to increase participation of eligible recipients in Supplemental Nutrition Assistance Program Education (SNAP-ED), a federal nutrition education grant program.

Directs the Department of Health and Human Services to report progress on SNAP-ED participation to the Joint Legislative Oversight Committee on Health and Human Services by October 1, 2013.

Requires the Department of Agriculture and Consumer Services and Department of Health and Human Services to collaborate on increasing the number of farmers markets and food co-ops accepting SNAP Electronic Benefit Transfer (EBT) cards.

Mandates the departments inform SNAP program recipients about the locations of farmers markets and food co-ops that accept EBT cards.

Requires interim and final reports to the Joint Legislative Oversight Committee on Health and Human Services by March 1, 2013, and November 1, 2013, respectively.
