Prohibits any sale, lease, rental, or gift of State-owned real property containing the Dorothea Dix Hospital campus without prior approval of the General Assembly.

Requires consultation with the Joint Legislative Commission on Governmental Operations for large dispositions valued at $25,000 or more.

Establishes that net proceeds from any disposition of the Dix campus property must be used for mental health, developmental disability, and substance abuse services programs and reform initiatives.

Specifies that proceeds shall fund capital needs for persons with mental illness and cannot replace existing appropriations or federal, private, State, or local funds.
