Establishes a $15 fee for limited learner's permit applicants who did not participate in the driver education program under Article 14 of Chapter 115C.

Charges applicants who completed the driver education program a total of $60 for a limited learner's permit ($15 basic fee plus $45 driver education fee).

Directs the $45 driver education fee to be credited toward costs of administering the driver education program.

Maintains the $15 fee for limited provisional licenses and keeps full provisional license fees at existing rates under G.S. 20-7(i).

Becomes effective July 1, 2012.
