H989 Summary

• Limits permanent registration plates to governmental entities (State, counties, cities, towns, boards of education, community colleges) and four specified non-profit organizations (civil air patrols, incorporated emergency rescue squads, rural fire departments, and local American National Red Cross chapters).

• Eliminates permanent plate eligibility for orphanages, REACT Teams, disaster relief vehicle owners, church buses, tuberculosis organizations, sheltered workshops, nonprofit human services agencies, city buses/trolleys, and charitable parade trailers.

• Requires all permanent registration plates to be registered under the full legal name of the eligible entity and establishes that the Division may revoke plates for vehicles 90 or more days overdue for vehicle inspection.

• Directs the Division of Motor Vehicles to cancel all existing non-State permanent plates and reissue them with a new design to eligible entities by January 15, 2013, while maintaining the existing design for State entity plates.

• Becomes effective July 1, 2012.
