Amends North Carolina Constitution to extend the time appellate court justices and judges have to fulfill duties before running for election, requiring them to serve until the second statewide general election after their appointment instead of the first.

Increases the window for special elections to fill vacancies in superior court judge and district attorney offices from 60 days to 90 days prior to a general election.

Proposes constitutional amendment to be submitted to voters on November 6, 2012, with conforming changes to statutes governing judicial vacancy elections.

Modifies election procedures for judicial vacancies occurring after the primary filing period opens, including provisions for instant runoff voting when multiple candidates file within 64 days of the election.

Repeals G.S. 163-278.64A and makes statutory changes effective only upon voter approval of the constitutional amendment.
