Authorizes the Division of Motor Vehicles to produce a special registration plate for the Town of Matthews with a graphic selected by the Town and approved by the Division.

Sets the additional fee for the Town of Matthews plate at $20.00, with $10 allocated to the Special Registration Plate Account and $10 to the Collegiate and Cultural Attraction Plate Account.

Requires the Division to receive at least 300 applications for the Town of Matthews plate before development can begin.

Directs the Division to transfer quarterly revenues from Town of Matthews plate sales to the Town of Matthews for its use.

Becomes effective July 1, 2012.
