Rockingham County is authorized to use design-build construction methods for up to three building construction or renovation projects, notwithstanding existing state procurement statutes.

County must prequalify and solicit at least three design-build teams to submit sealed proposals for each project, with proposals not requiring submission of design solutions.

County shall interview at least two of the design-build teams that submit proposals and award the contract to the best qualified team based on project completion time, compliance with prevailing wage requirements, and cost.

If fewer than three proposals are received after 30 days of public advertisement, the County may proceed with the proposals received.

The authorization expires on June 30, 2017.
